Workshop "Orchestration in Polycentric Governance: Possibilities and Challenges"

    Since the mid-1990s, we have seen an increasing number of polycentric governance systems which are characterized by a diversity of stakeholders, including civil society organizations (CSOs), private sector, international organizations (IOs) as well as states. The concept of orchestration was recently introduced in the field of international relations by Kenneth Abbott and Duncan Snidal, as an essential component of the polycentric governance. An orchestrator enlists and steers diverse stakeholders toward achieving governance goals, and by doing so, is expected to strengthen the capability and legitimacy of relevant actors, while enhancing the governance system.

   Although public regulators (states and IOs) in the international arena suffer from “orchestration deficit,”orchestrations have been observed in various fields, ranging from environment, development, commerce, health, human rights, criminal justice, to security. The edited volume International Organizations as Orchestrators, published in 2015, discusses conditions under which IOs are likely to orchestrate, and demonstrates that the concept of orchestration is a promising tool to analyze what IOs can do to effectively manage global governance, under the constraints of public resources. However, it also reveals some challenges, as the theory comes short of addressing variations of orchestration under different conditions, and measuring impacts of orchestration on the global governance system. The purpose of this workshop is to discuss possibilities and challenges of the concept of orchestration in order to grasp today's global governance accurately and to search for innovative and feasible ways to tackle with global problems.

「現代の複雑なグローバル・ガバナンスをいかに的確に把握し、現実の問題に対処していくべきか。本ワークショップでは、ソフトで間接的なガバナンス・モードである「オーケストレーション」を鍵として、この問題を探究します。「オーケストレーション」概念・理論を創始したケネス・アボット氏とダンカン・スナイダル氏をお迎えし、多様な主体が関与するグローバル・ガバナンスにおける国家、国際機関、NGO、企業等の新たな役割について論じていただきます。二日目は、国内の研究者が、腐敗防止、企業と人権、サステナビリティをめぐるオーケストレーションについて多様な角度から論じます。」
